Curriculum development from a traditionalist perspective is widely used across schools in Canada and other countries. Think about: (a) The ways in which you may have experienced the Tyler rationale in your own schooling;
It can end up making a student feel like they have no voice or say and are just told what they must learn, how to learn, and how to do it based on behaviors. And the forming of objectives. But if a kid falls behind on these objectives, it’s easy to blame them for falling behind on their behaviors. So it’s a fallback, so the teacher cant is blamed. I experienced this personally as I struggled to focus on things for long periods, so I needed to catch up. Then my teacher would contact my parents, saying I was misbehaving.

Because of the emphasis placed on pre-specified objectives, teachers and students may need to recognize the learning taking place as a direct consequence of their interactions, even though this kind of learning is not explicitly stated as a target.
